Brief Report on Special CWC of AIPEU, Gr-C, Odisha Circle held on 06.03.2022


The Special Circle Working Committee – cum – Council Meeting and campaign programme for successful conductance of the forth coming two days nationwide general strike on 28 – 29 March, 2022  was conducted on 06.03.2022 in the premises of Sahidnagar Mukhya Dak Ghar, Bhubaneswar - 751007 under the leadership of Com. Bruhaspati Samal, All India Organizing General Secretary / Circle Secretary of All India Postal Employees Union and Chairman, National Federation of Postal Employees, Odisha State Coordination Committee. Out of 22 Divisions, the meeting was attended by the Divisional Secretaries and their representatives of 17 Postal Divisions of Odisha Circle except Cuttack South, Jajpur, Kalahandi, Koraput and Nayagarh and also participated by many Circle Secretaries / President of the affiliated unions / associations of National Federation of Postal Employees, Odisha Circle branch. 

At the outset, Com. Samal briefed the purpose of the meeting and thanked all the participating Circle Secretaries, Divisional Secretaries along with their representatives and Circle Union office bearers for their kind presence in spite of busy schedules on the Sunday when the Department is not sparing a single Sunday in the name of achieving targets. The importance of the ensuing Strike, genuineness of the demands and contribution of the Circle Union in revising the charter of demands were also briefed. The house happily witnessed a galaxy of youngsters who also registered their valuable opinions on technical issues and promotional avenues of Postal Assistants.  Everybody deliberated genuinely with all responsibility to make the forth coming strike a grand success.                           The Special CWC broadly discussed on three important issues as follows. 

1.     Successful conductance of the forth coming two days nationwide general strike on 28 – 29 March, 2022 in Odisha Circle 

2.     Participation in the 33rd AIC of AIPEU, Gr-C scheduled to be held in Punjab from 18th to 21st April, 2022. 

3.     Trade Union victimization and harassment to the staff members in the name of achieving targets by conducting frequent physical meetings especially on Sundays / Holidays. 

All the participating leaders while stressed upon the importance of the genuine demands, opined that the Govt. is compelling the workers and employees to go on strike since all our appeals and petitions in this regard have gone futile for years together. It is felt that the demands as raised are universal affecting the life and livelihood of workers, peasants, unorganized workers and the jobless youth of the country. Before being a Central Govt. employee, we are the citizens of India and the general issues and policies before the issues as like as other sections of working class are also affecting the livelihood, family and social life of the C G. employees.


 The following decisions were taken unanimously.                                                           .     To participate enmasse in the two days nationwide general strike on 28th and 29th March, 2022 to bring a thundering success and to mount pressure on the Central Govt.  to come forward for a fruitful negotiation with the Staff Side for early settlement of the all the genuine demands failing which the agitational activities of the C G employees will be more rigorous in future culminating to indefinite strike.

2.     To form Divisional JCA immediately with FNPO and serve the strike notice to the Divisional Heads in the line of Circle Union and CHQ.

3.     To circulate strike bulletins in Odia by the Divisional Secretaries to motivate the grassroot level members. Posters already despatched earlier should be supplied to all the Post offices with change of the strike dates.

4.     To organize strike campaign meetings at Divisional level by the Divisional JCA taking the help of the Circle Union Office bearers available locally if considered necessary.

5.     To use social media as frequently as possible by each member for drawing the attention of the general public towards our genuine demands.

6.     Bhubaneswar Division will arrange the campaign meeting on 14.03.2022 which will be participated by all India leaders as per the programme of NFPE.                                                                              7.     To participate the 33rd AIC at Anandapur Sahib, Punjab with restricted delegates and visitors as appealed by CHQ.

8.     To draw the attention of CHQ, NFPE and Confederation for accelerating proper course of action against the arbitrary, unjust and vindictive action taken against Com. R N Parashar, Ex- general Secretary, AIPEU, Gr-C, CHQ and Secretary General, NFPE. The house unanimously condemned the attitude of Department for intentional harassment to Com. Parashar.

9.     To organize Circle and Divisional level agaitational programme against intentional harassment to the staff members in the name of achieving targets by conducting frequent physical meetings during the pandemic situation especially on Sundays / Holidays. The house seriously condemned the activities going on in Sambalpur Region in this regard. In spite of assurances given by the Chief PMG to the Circle Secretary to talk to the PMG, Sambalpur, no tangible step by the Circle administration has yet been taken and frequent physical meetings are conducted on Sundays with threatening of disciplinary action by the Divisional Heads. While the Circle, Regional and Divisional Heads have almost stopped conducting periodical meetings in the name of pandemic situation, organizing frequent physical and huge gatherings in the name of achieving unachievable targets was vehemently opposed by the Divisional Secretaries and Circle Union office bearers.

10.  The CWC approved the amount of advance given as financial assistance to Puri and Bhubaneswar Division for conducting the Central Working Committee meeting and Circle Biennial Conference respectively. 

The meeting was presided by Com. P C Rout, President of AIPEU, Group-C, Odisha Circle. Com. Srikant Mallick, Ex-All India President of All India Postal SBCO Employees, Association and Com. Sarada Prasad Das, Ex- Asst. Circle Secretary and Divisional Secretary, Kendrapara Postal Division who have retired recently were also felicitated in the CWC.
