Wish Com. Trilochan Parida, Circle President Gr C Odisha Circle a speedy recovery
We came to know that our Circle President PIII Com. Trilochan Parida has been admitted to Govt. Hospital, Rourkela since 25.07.2017 morning due to fever and pain in his left leg.
He is under observation for three days and getting cured gradually.
On behalf of AIPEUPostMen&MTS Odisha Circle, we wish him a speedy recovery.
Government to open lateral entry door for private sector specialists
NEW DELHI: In a major move aimed at bringing domain expertise to policy making, the government has decided to open its doors for private sector specialists in select departments, a senior personnel ministry official said.
A proposal is being worked out to induct 50 such specialists from the private sector in government departments at the level of director and joint secretary, he said. Many of these posts are manned by civil service officials.
A presentation giving details of the proposal was shown to Prime Minister Narendra Modi recently by the personnel ministry, the official said.
Private sector talent can be brought in on fixed- term contracts to supplement the government's effort of providing good and effective governance, he said.
About 48 lakh employees work in various central government departments. Over 4.2 lakh posts were vacant as on March 1, 2015, according to latest data.
The move to induct private sector specialists comes following a suggestion from the government's policy think tank Niti Aayog.

Such a system will bring top talent and energy into the government and will lend new dynamism to the ministries," it said.
The government has already been appointing private persons in some departments.
Last month, an ayurveda physician, 'Vaidya' Rajesh Kotecha, was appointed as special secretary in Ayush Ministry. Usually a senior bureaucrat, preferably an IAS officer, is appointed to such a post.
Last year, former IAS officer and renowned sanitation specialist Parameswaran Iyer was appointed secretary, Ministry of Drinking Water and Sanitation.

..... ବାପା.....ବାପା....ଏ ନାଲି ବାକ୍ସ ଲାଗିଥିବା କୋଠାଘରଟି କାହାର???? ସେଠାରେ କାହିିଁକି ଏତେ ଭିଡ ଲାଗିଛି । ଚାଲ ନା ଟିକେ ଦେଖିବା ସେଠାରେ କ'ଣ ହେଉଛି ? ବାପା.....ଟିକେ ଶୁଣ । ଏମିତି କିଛି କଥା ଶୁଣିଲା ପରେ, ରଥ ବାବୁ କହିଲେ, ଟିକେ ରହଲୋ ମା' । ସଉଦା ନେଇକି ଆସିଲେ ଆମେ ଦୁହେଁ ଏକାଠି ସେ ନାଲି କୋଠା ଆଉ ନାଲି ବାକ୍ସ ପାଖକୁ ବୁଲିବାକୁ ଜିବା ।
.....କିଛି ସମୟ ପରେ ବେବି କୁ ନେଇ ମୁଁ ନାଲିକୋଠା ପାଖକୁ ଗଲି ।ଶୁଣିବାକୁ ପାଇଲି ,ଆଜି ଡାକଘର ତରଫରୁ ଗୋଟିଏ ଜନସମ୍ପର୍କ ମେଳା ର ଆୟୋଜନ କରାହୋଇଥିଲା । ସେଥିପାଇଁ ଆଖପାଖ ଗାଁ ରୁ ବହୁ ଲୋକ ଆସିଥିଲେ । ବେବି ର ଆଗ୍ରହକୁ ଦେଖି ଡାକଘରର ଜଣେ ବାବୁ ତାର ନାଁଆ ଓ ବିଦ୍ୟାଳୟ ବିଷୟରେ ପଚାରିଲେ । ବେବି ଠାରୁ ସେତକ ଶୁଣିଲା ପରେ, ସେ ଓ ବେବି ବହୁତ ସମୟ ଧରି କଥାବାର୍ତା ହେଲେ । ସେ କହିଲେ , ଝିଅ ଏ ନାଲି କୋଠାକୁ ଡାକଘର ଓ ନାଲି ବାକ୍ସକୁ ଚିଠି ବାକ୍ସ କହନ୍ତି । ଏହାପରେ ବେବି ପଚାରିଲା,"ଏ ଡାକଘରେ କଣ ସବୁ ହୁଏ ,ଆଉ ଚିଠି ବାକ୍ସ ର କାମ କଣ?" ଏସବୁ ପ୍ରଶ୍ନ ଶୁଣିଲା ପରେ ସେ ତାକୁ ଗୋଟିଗୋଟି କରି ବୁଝାଇବାରେ ଲାଗିଲେ ।
ଡାକଘର ଭାରତର ଏକ ପୁରାତନ ସରକାରୀ ସଂସ୍ଥା । ଏହା ବ୍ରିଟିସ୍ ଅମଳରୁ ରହିଆସିଛି । ପ୍ରଥମେ ଡାକଘରେ କେବଳ ଚିଠି , ଡାକ ତାର ସେବା(ଟେଲିଗ୍ରାମ) ,ଧନାଦେଶ ,ଡାକଟିକଟ ବିକ୍ରି ହେଉଥିଲା । ସେତେବେଳେ ଚିଠିପତ୍ର ନେଣଦେଣ ଡାକଘର ର ମୁଖ୍ୟ କାମ ଥିଲା ।
ଏବେ ଡାକଘରର ପରିଭାଷା ବହୁତ ବଦଳିଛି । ଆଧୁନିକ ଯୁଗ ସହ ତାଳ ଦେଇ ଡାକ ବିଭାଗ ଅନେକ ଗୁଡିଏ ସେବା ଯୋଗାଉଛି ।
ଭାରତରେ ଛୋଟ ବଡ ହୋଇ ୧,୫୦,୦୦୦ ରୁ ଅଧିକ ଡାକଘର ଅଛି । ଯାହା ସାରା ବିଶ୍ୱରେ ଯେକୌଣସି ଦେଶଠାରୁ ସବୁଠାରୁ ଅଧିକ । ସେଥିମଧ୍ୟରୁ ପ୍ରାୟ ୧,୨୦,୦୦୦ ରୁ ଅଧିକ ଶାଖାଡାକଘର , ପାଖାପାଖି ୨୫,୦୦୦ ଉପଡାକଘର ଓ ୮୧୧ ମୁଖ୍ୟଡାକଘର ଅଟେ ।
....ଏବେ ଡାକଘରେ ବହୁବିଧ ସେବା ଯୋଗାଯାଉଛି । ସେଗୁଡିକ ମଧ୍ୟରୁ କେତେକ ପ୍ରମୁଖ ସେବାଗୁଡିକ ହେଲା.....

..... ଏବେ ଡାକଘରେ ଅନଲାଇନ୍ ସୁବିଧାରେ ସବୁ ସୁବିଧା ଉପଲବ୍ଧ । ଏବେ ସାରା ଭାରତରେ ସବୁ ପୋଷ୍ଟ ଅଫିସକୁ କୋର ବ୍ୟାଂକିଂଗ ସେବା ଦ୍ୱାରା ଯୋଡାଯାଇଛି । ୯୮୦ ରୁ ଅଧିକ ଡାକଘେର ଏଟିଏମ୍ ଖୋଲାଯାଇଛି । ଆଗକୁ ଆହୁରି ଏଟିମ୍ ଖୋଲାଯିବାର ଯୋଜନା ଅଛି । ଡାକଘର ଏଟିଏମ୍ ଗୁଡିକ ଅନ୍ୟ ବ୍ୟାଙ୍କ ଏଟିଏମ୍ ରେ ମଧ୍ୟ କାର୍ଯ୍ୟ କରାଯିବାର ସୁବିଧା କରାଯାଇଛି ।

....ଏହି ସବୁ ବାଦ୍ ଆମର ଡାକଘରେ ଆଗକୁ ଆହୁରି ଅନେକ ସୁବିଧା ମିଳିବାକୁ ଯାଉଛି । ଏବେ ବୁଝିପାରିଲ ଡାକଘର ଓ ଚିଠିବକ୍ସ ର କାର୍ଯ୍ୟକାରୀତା । ଏତକ ଶୁଣି ବେବି କହିଲା , "ଡାକଘରେ ଏତେ ସବୁ ଜିନିଷ ହୁଏ । ମୁଁ ଜାଣିନଥିଲି । ଧନ୍ୟବାଦ୍ ସାର୍ ।"ତାପରେ ସେହି ସାର୍ ବେବିକୁ ଗୋଟିଏ ପେନ୍ ଓ ଏକ ଲଫାପାଟିଏ ଦେଇ କହିଲେ ଏଥିରେ ତୁମେ ଭାରତୀୟ ଡାକ ବିଭାଗ ଦ୍ୱାରା କରାଯାଉଥିବା ପ୍ରବନ୍ଧ ପ୍ରତିଯୋଗିତା ପାଇଁ ପ୍ରବନ୍ଧ ଲେଖି ପଠାଇପାରିବ । ପ୍ରବନ୍ଧର ବିଷୟ "ମୋର ପ୍ରିୟ ବାପୁ , ତୁମେ ମୋତେ ଅନୁପ୍ରାଣିତ କରିଛ" (My dear Bapu, You Inspire Me).

New PostOffices will be opened in this fiscal-Manoj Sinha : PIB Report
The Government has planned to open 81 Sub-Post Offices and 100 Branch Post Offices during the current financial year 2017-18 under the Scheme – “Rural Business & Access to Postal Network”. Minister of Communications Shri Manoj Sinha said in a written reply to a question in the Lok Sabha today that the Department of Posts has also planned to open 66 Branch Post Offices by creation of new posts in 32 worst affected Left Wing Extremism (LWE) districts in the country under the aforesaid scheme in the current financial year.
Shri Sinha informed that out of 25,350 post offices in the States of the Country, 25,348 are computerised. He said that the Department of Posts takes action, from time to time, to induct technology and upgrade the system to cater to the growing market requirements and to increase revenue earnings. The Minister said that the increase or revision of rates of postal products and services is an ongoing exercise carried out from time to time and that there is no proposal to increase the rates of premium Business Development products at present...PIB
7 CPC एच.आर.ए., ट्रांसपोर्ट एलाउंस, न्यूनतम वेतन, भत्तों को लागू करने की तारीख पर जे.सी.एम. की अपर सचिव, व्यव विभाग से हुई बातचीत से कितनी हैं उम्मीदें
7 CPC एच.आर.ए., ट्रांसपोर्ट एलाउंस, न्यूनतम वेतन, भत्तों को लागू करने की तारीख पर जे.सी.एम. की अपर सचिव, व्यव विभाग से हुई बातचीत से कितनी हैं उम्मीदें
नेशनल काउंसिल जेसीएम स्टाफ साईड के सचिव श्री शिवा गोपाल मिश्रा ने अपने वेबसाईट पर अपर सचिव, व्यय विभाग, वित्त मंत्रालय के साथ हुई दिनांक 21—07—2017 के बैठक का संक्षिप्त ब्यौरा देते हुए सभी जे.सी.एम. सदस्यों को पत्र जारी किया है। बैठक में सातवें वेतन आयोग के क्रियान्वयन के बाद उठे मुद्दों पर बातचीत हुई है।
बैठक में हुई वार्तालाप का संक्षिप्त ब्यौरा जो कि जे.सी.एम. द्वारा प्रस्तुत किया गया है उसका हिन्दी विवरण निम्नलिखित है:—
बैठक के आरंभ करते हुए कार्यालय पक्ष ने भत्तों पर सरकार के निर्णय के बारे में संक्षेप में बताया। उसके बाद स्टाफ पक्ष ने निम्नलिखित मुद्दों को उठाया:
1. मकान किराया भत्ता — 7वें वेतन आयोग की सिफारिश के अनुसार मकान किराये भत्ते की दरों में सरकार द्वारा संशोधन नहीं किये जाने पर केन्द्रीय कर्मचारी असंतुष्ट हैं। मकान किराए भत्ते के पुराने दर 30%, 20% and 10% का बरकरार रखने की मांग स्टाफ साईड द्वारा की गयी।
2. ट्रांसपोर्ट/परिवहन भत्ता — स्टाफ साईड ने बताया कि जो कम वेतन पाने वाले जो 01.01.2016 को @ Rs.3600 + DA परिवहन भत्ते के रूप में ले रहे थे अब उन्हें बड़ा वित्तीय नुकसान हो रहा है क्योंकि उनके परिवहन भत्ते को कम करके Rs.1300+DA कर दिया गया है। इस अन्याय का निराकरण करने की मांग की। कार्यालय पक्ष ने इसकी समीक्षा पर सहमति दी है। 3. भत्तों के 7वें वेतन आयोग के नोटिफिकेशन से लागू करने की मांग — स्टाफ पक्ष मांग करती रही है कि सातवें वेतन आयोग में भत्तों को 01—01—2016 से लागू किए जाएं, कम—से—कम सरकार को इसे सातवें वेतन आयोग के नोटिफिकेशन की तिथि से लागू किया जाना चाहिए जैसा कि पिछले वेतन आयोग के समय किया गया था। कार्यालय पक्ष से इस मांग पर विचार करने को कहा गया। स्टाफ पक्ष ने कार्यालय पक्ष का ध्यान इस बात पर आकृष्ट किया कि पहले किसी विवाद पर फैसला कर्मचारियों के पक्ष में दिया जाता रहा है।
4. न्यूनतम वेतन फिटमेंट फार्मूला — न्यूनतम वेतन फिटमेंट फार्मूला के मुद्दे को स्टाफ साईड ने पहले भी सरकार के समक्ष रखा था, पर सरकार ने इसपर कोई ध्यान नहीं दिया। चूॅंकि न्यूनतम वेतन डॉ. एक्र्योड फॉर्मूला/15वीं आईएससी नॉर्म्स और उच्चतम न्यायालय के आदेशों के अनुसार नहीं है, अत: सरकार को इसकी समीक्षा करने की जरूरत है। इसके साथ साथ वर्तमान वेतन मैट्रिक्स में कम वेतन पाने वाले कर्मचारियों और उच्च वेतन पाले अधिकारियों काफी अन्तर है। अत: इस मांग पर स्टाफ पक्ष और कार्यालय पक्ष में वार्ता होनी चाहिए जैसा कि इस प्रमुख मुद्दे पर विचार करने के लिए मंत्रियों के समुह ने भी सहमति दी थी।
5. अग्रिम एवं भवन निर्माण अग्रिम — स्टाफ पक्ष ने मांग की है कि सरकार खत्म किए विभिन्न अग्रिमों को पुन: लाए और भवन निर्माण अग्रिम पर सातवें वेतन आयोग की सिफारिशों को सरकार ने स्वीकृति दी है, तदनुसार आदेश जारी किए जाएॅं।
6. रिस्क एलाउंस की कम राशि: रक्षा सिविलियन कर्मचारियों के लिए रिस्क एलाउंस दिये जाने पर सरकार का धन्यवाद करते हुए इसके कम हाने पर चर्चा की गयी। मांग की गयी कि रिस्क एलाउंस कम—से—कम फायर फाईटिंग स्टाफ के लिए रिस्क मैट्रिक्स से बराबर रखा जाए।
7. 7वें वेतन आयोग द्वारा खत्म/मिलाए गये कुछ भत्तों के पुन: लागू करने के लिए सरकार का धन्यवाद करते हए स्टाफ पक्ष ने रेलवे से द्विपक्षीय सहमति के अनुसार रेलवे के रनिंग स्टाफ के लिए उन 12 भत्तों पर से वित्त मंत्रालय के रोक हटाने की मांग की है।
स्टाफ पक्ष ने बैठक में अध्यक्ष को बताया कि केन्द्रीय कर्मचारियों में उभरते असंतोष पर विचार करते हुए उपर्युक्त मुद्दों पर सरकार अपनी भावनाओं को स्टाफ पक्ष के समक्ष रखे, अगर सरकार द्वारा कोई साकारात्मक रूख नहीं दिखा तब विकल्प के रूप में आंदोलनात्मक कार्रवाई की जाएगी।
अध्यक्ष ने धैर्यपूर्वक सुनने के बाद निम्नलिखित प्रतिक्रिया दी है: 1. स्टाफ पक्ष के विचारों को सरकार के समक्ष रखा जाएगा। 2. न्यूनतम वेतन और फिटमेंट फैक्टर के संबंध में स्टाफ साईड और भी आधार और संशोधन के औचित्य प्रस्तुत करे तो कार्यालय पक्ष इस पर विचार कर सकता है। 3. उपर्युक्त टिप्पणी प्राप्त होने के उपरांत अगली बैठक रखी जा सकेगी। उपर्युक्त से अनुमान लगाया जा सकता है कि सरकार ट्रांसपोर्ट/परिवहन भत्ते के संशोधन पर विचार
कर सकती है। भत्तों को 01 जुलाई 2017 से लागू किया गया है और सरकार ने संसद में इस पर स्पष्ट किया है कि इस तिथि में बदलाव पर सरकार कोई विचार नहीं कर रही है। Read सातवें केन्द्रीय वेतन आयोग के अंतर्गत भत्तों को 1 जनवरी 16 की बजाय 1 जुलाई, 2017 से लागू करने, मूल वेतन की वृद्वि के तारीख से नहीं देने, बकाया नहीं देने के कारण पर वित्त मंत्रालय का संसद में स्टेटमेंट
अत: भत्तों पर एरियर मिलने की संभावना कम है।
न्यूनतम वेतन और फिटमेंट फार्मूले के संशोधन के मुद्दे को अभी स्थान दिया गया है पर किसी नतीजे आना संभव नहीं है। एच.आर.ए. के पुराने दर पर देने की मांग पर भी बैठक में कार्यालय पक्ष ने कोई प्रतिक्रिया नहीं दी है, अर्थात मकान किराये के दर में किसी और संशोधन की संभावना नहीं दिखाई पड़ती। अन्य मुद्दे सरकार
को सूचनार्थ दिये गये हैं भविष्य में उनपर सकारात्मक असर दिख सकेगा।
Report of Dharna in front of Dak Bhawan
NEW DELHI ON 26th JULY, 2017

In continuation of phased agitational programme as third phase programme a massive Dharna under banner of NFPE was organized at Dak Bhawan New Delhi since 10 A.M. to 3 P.M. All General Secretaries & Secretary General NFPE lead today on date 26.07.2017 the Dharna Programme . Hundreds of All India and Circle leaders of all NFPE unions from all corners of country participated in Dharna.
A meeting was conducted at place of Dharna, which was Presided over by Com. Giriraj Singh, President, NFPE. In the beginning Com. R.N. Parashar Secretary General NFPE elaborately described the need of agitational programmes including one day strike on 23rd August, 2017. He described the importance of all 10 demands mentioned in Charter of Demands which are of most importance for Postal employees. He stated that the all three phased programmes are grand success. He appealed to all to make the One Day Strike for date 23rd August -2017 a Historic Success to achieve our genuine and most justified demands.
All leaders i.e. Coms. M. Krishnan Secretary General Confderation ,A. Manoharan, Working President – NFPE, S.A.R. Mazgaonkar , Working President, P-III, K.P. Singh , AGS-R-III, Vikram Shah, General Secretary P-IV, K.K. Sharma, Vice President ,NFPE and Treasurer –R-IV, U.S. Chakraborty General Secretary – Admn. Union , S.B. Yadav , General Secretary –Postal Accounts, Virendra Tiwari General Secretary –SBCO Employees Association, P. Panduranga Rao, General Secretary –GDS, P.Mohan, General Secretary Casual Labourers Union , Deep Chand & Shankar Pal Singh , AIPRPA, Bali Ram Circle Secretary R-III UP, Shesh Mani Tripathi Circle Secretray P-III UP & Ravi Circle President , GDS Union Punjab and Com. Gita Bhattacharjee, Asstt. Convenor, Women Committee , Confederation addressed the meeting.
All leaders present in the Dharna assured the NFPE leadership to make the One Day Strike on 23rd August-2017 a Historic Success and they appealed to all to make it Historic Success.
The Dharna was ended with shouting of revolutionary slogans.
