Sub : General instructions to SPMs – reg.

      The below general instructions may be given to all SPM’s to avoid unnecessary increase in SBCO OMs. 
 
     While performing voucher checking at SBCO, many irregularities are noticed which leads to raise OMs. Hence to avoid unnecessary increase in number of OMs and also to save time, the below general instructions are requested to be followed by the SPMs positively.

1. Name stamp not present in the vouchers sent to SBCO. SPMs are requested to instruct your MTS to affix name stamp on the vouchers being kept in the counter for public.

2. No. of vouchers sent may be written in both BO & SO Consolidation before forwarding the same.

3. Original SB-3 card / AOF should be attached with closure vouchers.(SB - 7A) . As per SB order 19/2021 and DO lr. No. dt 26.07.2021, SOs have been instructed not to attach revised AOF. Necessary certificate "Original AOF is not traceable after making all efforts" may be given along with KYC of the depositor with SPM attestation.

4. As per SB order 9/2018 no separate A/c closure form is required to be taken and receipt of the amount should be taken in the claim form itself at the time of payment which will be treated as a/c closure voucher. SB-3 card / AOF should be attached with claim form along with copy of death certificate and KYC of the nominee or legal heir.

5. As per SB order 26/2020 Para 139 sub para(5) Note 7 “No commission will be paid on the investments received through agents where Agent Receipt book number issued to the customer is not noted on the pay-in-slip and copy of the Agent Receipt Book is not presented along with investment for signature and date stamping by the counter PA”. All such investments will be treated as direct investments. Hence SPMs are instructed to guide Counter PA accordingly.

6. Withdrawal allowed in respect of illiterate account, the certificate is to be produced on both side duly attested by witness with complete address, not below the rank of postman.

7. Avoid using white papers for pay –in-slip (SB-103).

8. While doing voucher checking it is seen that BPMs are in the habit of preparing all the deposit vouchers accepted using device which is highly irregular. Pay-in-slips(SB-103) duly prepared and signed by the depositors should be attached with the voucher bundle sent to SBCO.

9. SPMs are instructed to maintain separate register for deleted transaction entries in Finacle and copy of the same may be forwarded along with the vouchers.

10. SPM s are instructed to check unverified transactions on daily basis using HAFI menu before giving EOD to avoid unnecessary increase in OM s.

11. In respect of post offices where GL integration is completed manual postings for Finacle related figures should not be made in SAP. In case of any such manual entry, appropriate sanction/order should be enclosed and forwarded to SBCO along with vouchers.

12. In r/o all closures, Counter PA has to check whether any interest available in sundry a/c before closing the a/c. If any such interest available in Sundry the same may be paid to the depositor.

13. In r/o TD PMC as per SB order 7/2020 completed year TD rate of interest less 2% for completed years and SB interest for completed months should be given. But, in Finacle interest calculated (completed year TD rate of interest less 2%) for completed months also which results in excess payment. Hence, Counter PA should check the correctness of interest before payment in case of TD PMC.

14. As per Gazette Notification 12/2019, Provided that if a five year Time Deposit account is closed after four years from the date of deposit rate admissible for three-year Time Deposit account shall be applicable for calculation of interest. But, in Finacle TD interest calculation for 5 year TD A/Cs closed after completion of 4 years also done as per regular PMC which results in short payment. Hence, Counter PA should check the correctness of interest before payment in case of 5 TD PMC closed after 4 years.

15. While performing SCSS PMC reason code should be correctly chosen before closure. AB2 for > 2 years and BT1 for Between 1 and 2 years. Without selecting this if you proceed for closure it results in excess payment. Finacle will not deduct discount and it will be treated as normal closure. The above step may be followed to avoid excess payment of interest.

16. In r/o RD Category Only for Full maturity of RD the loan a/c should be closed and then RD a/c should be closed. For PMC Loan A/c should not be closed. In case of PMC we are giving only SB interest. Hence, for RD PMC loan a/c should not be closed. Proceed for closure directly finacle will adjust automatically and it will give correct interest for PMC. The above step may be followed to avoid short payment of interest.

Launches an ‘Online Course on Indian Constitution’ with the aim of taking our Constitution to every citizen of India

On the eve of ‘Constitution Day’, celebrated on 26th November every year and as a part of celebrations of ‘Azadi Ka Amrit Mahotsav’ for 75 years of India’s Independence, Shri Kiren Rijiju, Union Minister for Law & Justice launched ‘Online Course on Indian Constitution’ at Bhim Auditorium, Dr. Ambedkar International Centre (DAIC), New Delhi.

 

 

The Online Course on Indian Constitution has been launched by the Department of Legal Affairs, Ministry of Law & Justice in collaboration with National Academy of Legal Studies & Research (NALSAR), University of Law.

The occasion was graced by Shri Anoop Kumar Mendiratta, Secretary, Department of Legal Affairs and Secretaries of the Legislative Department, Department of Justice and Prof. (Dr) Faizan Mustafa, Vice Chancellor, NALSAR University of Law.

The launch of the online course of Indian Constitution was opened with the welcome address of the Law Secretary, Ministry of Law & Justice, Government of India. He pointed out that the importance of the day lies in the fact that in the preceding two centuries while the governance acts were imposed by the imperial power, the Constitution of India has been framed by the people of India themselves through representatives assembled in a sovereign Constituent Assembly.

Laying down the importance of the Online Course on Constitution, he said that this will be an important milestone in spreading the aspirations and ideals of the Constitution and empowers the citizens of this country by making them aware of the principles enshrined in the Constitution.

He expressed the hope that Online Course will make the people realize that Constitution is a functional manual which aids and empowers each citizen of the country than merely being a document of governance. He further underlined the objective of these initiatives as to enhance the awareness of the constitutional values to understand the fundamental rights and duties by the citizens and at the same time also reinforce our obligations towards the democratic values. It would ensure in helping the citizens familiarize with the glorious constitutional journey, the debates that took place in Constituent Assembly and also help to understand the supreme law of the land including the right to life, personal liberty and privacy issues.

He further appealed to the students to nurture the views of Mahatma Gandhi when he said “Be the change that you wish to see in the world” and further urged them to prove themselves to the growing legal challenges by rendering pro-bono public services as professed by the leaders of this country.

Addressing the eminent gathering, Shri Kiren Rijiju, Hon’ble Minister for Law & Justice, underlined the values of our freedom movement as enshrined in the Constitution, especially Fundamental Rights and the Directive Principles of State Policy, which have been the key drivers for social, economic and political justice for all. He mentioned that while being the lengthiest Constitution of the World, the Indian Constitution remains dynamic and relevant as ever, as having unique blend of rigidity and flexibility.

He highlighted the giveaway of the Constitution in terms of independent Judicial system, guaranteed rights and values of justice, liberty, equality and fraternity for the masses. He emphasized that as citizens of the world’s largest democracy, it is incumbent upon us to know the ethos and content of the Constitution so as to meaningfully lay a claim over, and actualize, the guaranteed rights in practice.

 

 

He quoted Babasaheb Dr. B. R. Ambedkar, saying “Constitution is not a mere lawyer’s document. It is a vehicle of life, and its spirit is always the spirit of age” and expressed his anguish when he hears some people say that we do not believe in the law and in the constitution, which he termed as a sad state of affairs and said that if we understand our duties truly, the rights will never be affected.

He stressed that the Constitution as a transformative document is required to be imbibed by the citizens and hence, the online course is indeed a step towards enlightening all citizens with a spirit of Constitutional morality and visions of our founding fathers. He further accentuated that the online course, with the teachings of the Constitution shall play a definite role in helping citizens to become future defenders of the liberties given by this great Document.

He lauded the efforts of the Department of Legal Affairs in collaboration with NALSAR University of Law, Hyderabad in launching this important course, to spread and amplify the message of the Constitution, as we celebrate 75 years of independence.

The 5th edition of the book on Constitution in diglot form both Hindi and English was also released in the event.

 

 

The launch of online course of Indian Constitution was made in the enthusiastic presence of students, faculty and top functionaries of the leading Law universities of India as also senior officers of the Ministry of Law & Justice.

Let's celebrate 67th Anniversary of NFPTE on 24th November, 2021

 


24th November 2021 is the 67th Anniversary of the formation of National Federation of P & T Employees (NFPTE), the mighty organisation which organised many historic struggles along with Confederation, raising the just and reasonable demands of Central govt employees.

NFPTE was formed in 1954 by merging all existing unions in  P&T Department. Unions in P&T were formed as early as the first decade of 20th century and organised many struggles in the first two decades and achieved important demands. Babu Tarapada Mukherjee, Henry Barton and V.G.Dalvi were the founding fathers of the three main unions. Some of these leaders also were part of formation of AITUC, the first Trade Union in the country. The epic 22 days struggle of P&T workers in 1946 in which the British rulers were compelled to concede all the demands raised, is considered as part of Independence Struggle.

Formation of NFPTE in 1954 and Confederation of CG Employees in 1956 gave a new life to the central govt employees movement. The result was the magnificient strikes of 1960 and 1968 in which a number of comrades became martyrs for the cause of the working class. The main demands were needbased minimum wage and DA according to cost of living index.

The second demand is achieved and struggles continue for the first. Of course, much improvement have taken place and the demand is now raised by the entire working class.

The heroic strike of 1974 was another mile stone. The railway workers were the real heroes who fought till the last. The strike was brutally suppressed by the government, but the demand of was achieved by 1979.

Comrades Dada Ghosh, O.P.Gupta,  K.G.Bose,P.S.R.Anjaneyulu, N.J.Iyer, K.Adinarayana and many others led the movement through those difficult times.

Consequent to bifurcation of P&T Department, NFPTE was bifurcated in to NFPE and NFTE in 1986. The history of both is also that of struggles, although vaccilation took place sometimes.

Since 1991, both the UPA as well as NDA govts had aggressively taken the disastorous path of globalisation, privatisation and liberalisation causing more and more misery to the people. Public Sector Units are being privatised. The present Modi Govt has declared that ' business is not the business of the govt' and is selling the PSUs to corporates for a song. Rights of workers are being curtailed. Working class as well as Kisans are on struggles for existence. P&T workers are also part of this great struggle.

On this 67th anniversary of NFPTE we salute all those leaders and workers who lived and showed a dedicated and militant path for the future generations. Red Salute to those martyrs who sacrificed their valuable lives so that the future generations may live a better life.
