EMERGENCY CIRCLE WORKING COMMITTEE MEETING OF AIPEU, POSTMEN AND MTS, ODISHA CIRCLE TO PLAN FOR STRIKE CAMPAIGN THROUGHOUT THE CIRCLE.
It was the greatest procession and rally that Calcutta has ever seen till that time. It was on 29th July 1946. Thousands and thousands of workers as per the call of the AITUC, the only central trade union at that time, went on strike in support of the P and T employees who were on strike from 11th July 1946 on their demands, which was also part of the independence struggle, and organised the biggest rally Calcutta has ever seen. Com. B.N.Ghosh, founder Secretary General of NFPTE has described the same in his articles, and mentioned about the big support for the strike from the common workers. Com. Jyoti Basu, in this auto biography, has mentioned about the general strike and rally on two occasions.
The 1946 P and T Strike was a great success with the British Government compelled to concede most of the demands of the workers. The strike further resulted in a new thinking that the then existing various unions should come together for settlement of the workers’ demands.

Will the PRIME MINISTER be pleased to state:
(a) whether Government with a view to provide ‘ease of living’ to pensioners across the country has introduced face recognition technology for them to give “Life Certificate’;
(b) if so, the details thereof;
(c) whether Government has come across any instances of hardship faced by pensioners while availing this technology in submitting “Life Certificate’ for availing pension; and
(d) if so, the details thereof?

(b): Face Authentication Technology was launched by the Government on 29th November 2021 with a view to enhance ease of submission of Digital Life Certificate by pensioners. Department of Pension and Pensioners’ Welfare had collaborated with NIC, Ministry of Electronics and Information Technology (Meity) and UIDAI to utilize the ‘Face-Authentication Technology’ based on UIDAI Aadhaar software, for submission of digital life certificate by the Pensioners/Family Pensioners. As per this facility, the identity of a person is established through face authentication technique and it is now possible to submit Life Certificate using the Jeevan Pramaan App from any Android based smart phone and the Digital Life Certificate gets generated.
(c) & (d): The Government has not come across any instances of hardship faced by pensioners while availing this technology in submitting ‘Life Certificate’ for availing pension.

क्या प्रधानमंत्री यह बताने की कृपा करेंगे कि:
(क) क्या सरकार ने देश भर में पेंशनभोगियों को ‘जीवन की सुगमता’ प्रदान करने की दृष्टि से ‘जीवन प्रमाणपत्र” प्रदान करने के लिए चेहरा पहचानने (फेस रैकग्निशन) की तकनीक शुरू की है;
(ख) यदि हाँ, तो तत्संबंधी ब्यौरा कया है;
(ग) क्या सरकार को पेशनभोगियों द्वारा पेंशन प्राप्त करने के लिए ‘जीवन प्रमाण पत्र” प्रस्तुत करने में इस तकनीक का लाभ उठाने के दौरान उनके सामने आने वाली कठिनाइयों का कोई उदाहरण मिला है;
(घ) यदि हाँ, तो तत्संबंधी ब्यौरा क्या है?

(क) जी हां महोदय, सरकार ने पेंशनभोगियों को ‘जीवन की सुगमता’ प्रदान करने की दृष्टि से जीवन प्रमाण ऐप के माध्यम से पेंशनभोगियों द्वारा ‘जीवन प्रमाणपत्र’ प्रस्तुत करने के लिए फेस ऑर्थटिकेशन तकनीक’ शुरू की है।
(ख) पेंशनभोगियों द्वारा डिजिटल जीवन प्रमाणपत्र प्रस्तुत करने में सुविधा प्रदान करने के उद्देश्य से 29 नवंबर, 2021 को सरकार द्वारा फेस ऑर्थेंटिकेशन तकनीक का शुभारंभ किया गया। पेंशन और पेंशनभोगी कल्याण विभाग ने एनआईसी, इलेक्ट्रॉनिकी और सूचना प्रोद्योगिकी मंत्रालय और यूआइईडीएआई के साथ मिलत्रकर पेंशनभोगियों/कुट्रंब पेंशनभोगियों द्वारा डिजिटल जीवन प्रमाणपत्र प्रस्तुत करने के लिए युआइंडीएआई आधार सॉफटवेयर पर आधारित “फेस अऑर्थीटिकेशन तकनीक” का उपयोग किया है। इस सुविधा के अनुसार, फेस ऑर्थीटिकेशन के माध्यम से किसी
व्यक्ति की पहचान स्थापित की जाती है और किसी भी एंड्राइड आधारित स्मार्ट फोन से जीवन प्रमाण ऐप का प्रयोग करके जीवन प्रमाणपत्र प्रस्तुत किया जा सकता है ओर डीएलसी जेनरेट हो जाएगी।
(ग) और (घ) सरकार को पेंशनभोगियों द्वारा पेंशन प्राप्त करने के लिए जीवन प्रमाणपत्र’ प्रस्तुत करने में इस तकनीक का लाभ उठाने के दौरान, पेंशनभोगियों द्वारा किसी प्रकार की कठिनाई का सामना किए जाने की कोई सूचना नहीं मिली है।
