Sub: Arbitrary Change of Headquarters of RMS ‘N’ Division from Cuttack to Bhubaneswar – Protest regarding.
Respected Comrade,
            This is to bring your kind notice that in spite of several correspondences, appeals, protests by Postal JCA (NFPE & FNPO) of RMS ‘N’ Division, Cuttack, the Circle administration has arbitrarily shifted the office of the SSRM, RMS ‘N’ Division from Cuttack to Bhubaneswar with effect from 14.05.2019.
The fact is briefed as follows.
The head quarters of RMS N Division was ordered and approved by the Directorate to function at Cuttack with effect from 01.12.1956. Since then it has been functioning at Cuttack without any problems or hurdles to the Dept or to any officer posted as SSRM.
Presently, the postal Directorate has approved to demolish the existing dilapidated building for construction of a multi-storied building since June, 2018. The postal Directorate has not approved to shift the building from Cuttack to Bhubaneswar by changing its head quarters which is mandatory. Now the requirement is to shift the office of the SSRM and HRO, Cuttack RMS temporarily to some other place(s) in Cuttack till completion of the new building.  But the present SSRM is repeatedly trying to shift it to Postal Printing Press, Bhubaneswar (now about to close)  and suggesting C O, Bhubaneswar as since October 2018. Since then the drama is going on and the Staff Side (Divisional Union) is strongly opposing it. In the meantime several round of discussions have been made with the Official Side and finally it was decided to do anything with due intimation to staff side. The SSRM has also given press statements during October, 2018 and February, 2019 which have been published in several local Odia dailies that there is no proposal for shifting of RMS N Dn Hqrs to Bhubaneswar.
The SSRM instead of consulting with the Staff Side or finding out a suitable  accommodation at Cuttack, advised the Office Supervisor to issue an Office Order to function the Divisional office from 14.5.2019 in Postal Printing Press, Bhubaneswar  in complete violation of his own agreement dated 22.2.2019.
In this context, this is to bring your kind notice that the Divisional JCA (NFPE & FNPO) of RMS ‘N’ Division, Cuttack in their letter No. N-Dn/RMS JCA/Strike/2019, dated 12.03.2019 intimated the SSRM ‘N’ Division, Cuttack that in case the office is shifted to Bhubaneswar then strike may take place from the day of shifting.
Accordingly, the staff members of Divisional JCA (NFPE & FNPO) of RMS ‘N’ Division, Cuttack are on Indefinite Strike since 14.05.2019.
Immediately, as Chairman, NFPE, Odisha State CoC, we rushed to the Chief PMG, Odisha Circle and arranged a meeting with him on 15.05.2019 (Forenoon) requesting his kind intervention. Accordingly, the Chief PMG, Odisha called a meeting of the Staff representatives on 15.05.2019 (Afternoon).
The detailed discussions of both the meetings are reproduced below for kind reference.
As per the decision in the meeting with Staff Side in the Conference Hall of the Circle Office on 15.05.2019 regarding bringing out a solution to end the Indefinite Strike by the Postal JCA (NFPE & FNPO) of RMS ‘N’ Division Cuttack started since 14.05.2019 in protest against the shifting of RMS Divisional Office to Bhubaneswar, we paid a personal visit to Cuttack RMS accompanied with the staff representatives who attended the above meeting to assess the feasibility of functioning of the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1st floor of RMS building.
What we observed, there no dearth of space at all to run the office of the SSRM, RMS ‘N’ Division, Cuttack in the 1stfloor of Cuttack RMS building accommodating some sections in the ground floor of the building.  Our observations in detail have already been communicated to the Chief PMG vide our letter No. NFPE–ODI/01/2019, dated 16.05.2019 which is reproduced below for kind reference.
In this context, we are of the opinion that apart from shifting of the office, involvement of change of Divisional Headquarters is there for which order from the Directorate is mandatory. Illustratively, we can say that recently the Directorate has approved the change the Headquarters of the Superintendent of Posts, Lakshadweep Division from Kochi to Kavaratti vide its letter No. 14-05/2019-PE.I, dated 10.05.2019 in response to Chief PMG, Kerala letter No. EST/1-1/DLGS/CR/17, dated 02.01.2018. But in the instant case, no approval has been obtained by Odisha Circle administration to change the Headquarters of SSRM, RMS ‘N’ Division from Cuttack to Bhubaneswar.  Thus, such arbitrary decision is totally illegal and based on the whimsical decision of the present SSRM, RMS ‘N’ Division Cuttack who has been able to misguide the Chief PMG, Odisha Circle that there is no space (rent free) available in Cuttack to run his office.
Secondly, such transfer of the Divisional Headquarters in the absence of required approval of the competent authority will also compel the existing staff members of the Divisional Office for change of establishment etc.
Thirdly, unnecessary shifting of the SSRM Office with change of Headquarters will invite undue expenditure towards transportation and renovation of the proposed building / room in the Postal Printing Press, Bhubaneswar which can be saved  if it is considered to be functional in 1st floor of Cuttack RMS building.
In fourth, while several damages to the buildings and property have been caused and network connectivity has not yet been restored affecting seriously  the mail services due to the severe cyclonic storm ‘Fani’ in Odisha since 03.05.2019, the current strike has added salt to the injury and as known to this Circle Union and witnessed by this Circle Secretary, thousands of bags and lakhs of articles are kept pending in Cuttack RMS without sorting / dispatch which is inviting serious public resentments for non-delivery/delayed-delivery of articles. Thus, the strike needs to be withdrawn immediately with a negotiated settlement as per our given proposal to the Chief PMG, Odisha Circle.
As such, we would like to impress upon you to kindly appraise the Directorate to instruct the Chief PMG, Odisha Circle to refrain from the change of the Headquarters of RMS ‘N’ Division, Cuttack and to issue specific instruction for hiring a suitable accommodation in Cuttack itself on rent to run the SSRM Office if the proposal of the staff side is not acceded to by the Circle administration failing which all the affiliates of NFPE / FNPO in Odisha Circle will join in the strike for which the Circle administration will be held responsible for all dislocations in postal services in Odisha Circle.

APPEAL FOR GENEROUS CONTRIBUTION TO THE ODISHA CHIEF MINISTER’S RELIEF FUND TO REBUILD FANI DEVASTATED ODISHA.

Comrades,

          As you are aware, the severe cyclonic storm Fani or the 'Hood of Snake' tore through the state of Odisha, becoming of the worst storms to hit the country since 1999. The cyclone brought winds of more than 250 kmph when it made landfall near Puri on May 3. The storm caused several deaths, demolished 508467 houses and affected 1.5 crore people and 8739757 animals  of 16659 villages  in 159 blocks and 52 Urban Local bodies of 14 districts and rendered millions of people homeless in the cities of Puri, Bhubaneswar, Cuttack, and Khurda. The cyclone left a trail of devastation in large parts of coastal Odisha, with the seaside areas being the worst hit. 

It is needless to mention here that since the Super Cyclone on 29thOctober, 1999, the State of Odisha has been severally affected by cyclonic storms namely Philine on 14th October, 2013, Hudhud on 12th October, 2014, Titli on 11th October, 2018 and now Fani on 3rd May, 2019.

To rebuild Odisha and to help the FANI affected people, the Hon’ble Chief Minister  of Odisha has appealed  to the citizens, Central / State Govt. Organizations / Undertakings, Corporate / Industrial / Commercial houses, Charitable trusts, Banks and other financial institutions to donate generously to the Chief Ministers Relief Fund in form of Cheques / Bank Drafts to the following address.

Sub:    Request for Sanction of all pending personal claims and allocation of sufficient funds to Odisha Circle on special ground over and above the budgetary allotment under Building Maintenance, Technology, TA and Medical head.
Sir,
As you are aware, the severe cyclonic storm Fani or the 'Hood of Snake' tore throughout the state of Odisha, becoming of the worst storms to hit the country since 1999. The cyclone brought winds of more than 250 kmph when it made landfall near Puri on May 3. As per reports received from our Divisional Secretaries, many post office buildings have been affected warranting immediate civil, electrical and technological repairing works. In the district of Puri, as many as 300 Post Offices including 67 Departmental Post Offices have been seriously affected. The condition of the three Postal Colonies in the capital city of Bhubaneswar is precarious. Over head water tanks, doors and windows of each quarters have been damaged. Reports on partial damage and roof cracking, dismantled Sify Towers, defunct generators / computers / UPS etc are also being received. Even after one week of the cyclone, many post offices have failed to operate successfully due to want of electricity and connectivity. As per a rough estimate opined by the Chief PMG, Odisha Circle, the damage towards PO buildings may come around 5 crores.


Under the circumstances, Odisha Circle needs additional funds over and above the budgetary allotment to meet the extra expenditure for proper civil, electrical and technological repairing/maintenance of the Govt. property.


Similarly due to want of sufficient funds under TA and Medical heads, bills since 2014 are kept pending in Odisha Circle. Alone in Berhampur Region, the pending TA Bill has crossed Rs.50 lakh. Sanction of such pending bills at this critical juncture will be a great relief to the staff members when entire Odisha is suffering from the ill effects of Fani and our staff members are in dire need of money to rebuild / repair their damaged houses and make good the loss of cultivated lands, orchards and pet animals.


It is therefore requested to kindly issue an exclusive instruction to the Chief PMG, Odisha to clear all pending personal claims of the staff members under TA, Medial, LTC etc as a special measure and allot adequate fund under above heads and further we request to kindly allot the projected expenditure to Odisha Circle without any reduction as a special case under building maintenance and technology head to meet the extra repairing / maintenance expenditure.


An early action is highly solicited.

2nd day strike in RMS N Dn


2nd day strike in RMS N Dn and staff members of Cuttack RMS are in strike against the arbitrary, monopoly and illegal office order dt 13.5.2019 of RMS N Dn Cuttack issued under the signature of the office supervisor of Dvl office when the matter is very sensitive in nature and was issued stealthily and in a sinister manner which is highly condemnable. The SSRM has violated his own agreement dt. 22.2.2019 and ordered without any authority of D G Posts.

R M S N Division (JCA)NFPE and FNPO joined strike

My dear Comrades /Friends,              RMS N Dn is not the land of Present SSRM. He is not the landlord of it. But he is showing his landlordism since his posting here in the division. The dept of Posts ie the Secretary of Posts on behalf of Government of India is the landlord of the land of RMS N Dn Cuttack. The RMS N Dn HQr was ordered and approved by Deptt of P & T ie DG (Posts) to function with its HQr at Cuttack wef 01.12.1956. Since then it has been functioning at Cuttack without any problems or hurdles to the dept or to any officer posted as SSRM. Many officer posted as SSRM became DG posts. Late Sri S  C  Mohalik was there. The present Secretary posts was also the SSRM N Dn Cuttack when Sri B k Mohanty was CPMG, Odisha. The present Bldg is to be demolished and construction of multi storied Bldg has been approved by the dept of Posts since last June, 2018.The postal Directorate has never said to relocate the office or shift it to BBSR to PPP campus. The C O has accordingly ordered to relocate a suitable accommodation in Cuttack till the construction of new Bldg there in the land. But the present SSRM is repeatedly trying to shift it to ppp campus and suggested to C O since October 2018 and again on 20.2.2019. Since then the drama is going on. The staff side of Dvl unions strongly opposed it. Agreement was recorded that when ever any thing will take place will be done with due intimation to staff side. Then disagreement was also recorded at C O level discussion with staff side subsequently. The SSRM gave paper statement and were published in daily news paper"The Prameya and Sambad that there is no proposal for shifting of RMS N Dn Hqrs to BBSR during October, 2018 and February, 2019 as well. The matter was taken up at Directorate level, New Delhi by the apex level unions against the sinister move of SSRM and CPMG for shifting. The directorate has not yet supported the desires of SSRM or CPMG. The BSNL authorities have Come forward to provide accommodation for us in SSPOs compound or in CTO campus. The SSRM instead of consulting with them or find out an accommodation at Cuttack for a 3000sqr ft house trying to shift it to BBSR to PPP campus. He very stealthily and in a sinister manner staying at BBSR on 13.5.2019 advised the Office Supervisor to issue an office order to function the Dvl office from 14.5.2019 in PPP campus at BBSR and the staff Of Dvl office will work there, which is without any consultation of staff side and which violate to his own agreement dt 22.2.2019. Besides, it is a very sensitive matter. This should be widely circulated among all RMS Divisions in India and all Postal divisions in Odisha circle. The copy should be given to all concerned for reference ie to the dept of Posts, New Delhi, CPMG, PMsG, Odisha Circle, collector and Dist Magistrate, Cuttack, DCP, Cuttack etc because the office was functioning under their jurisdiction and D G , Police etc. But the SSRM why issued an office order instead of formal memo and not given sufficient time to shift it. The files, furnitures, Almirhas, computers etc are not shifted. So why so hasty? What's the interst? Interst is his only. Because the SSRM has completed his station tenure at Cuttack. He has to be transferred from Cuttack. He has kept his Government accommodation at BBSR since more than 8 months. So he is trying to continue in the post of SSRM there shifting the Dvl office from Cuttack to BBSR so that his government accommodation can be retained. So for his self interest he is doing this nuisance and nefarious works. The staff members of Cuttack, RMS JCA of N Divisional branch revolted against the arbitrary, monopoly, illegal and dictatorship orders of SSRM and started cease work from today morning from, 06.00hrs against the authoritarian attitude of Present SSRM. Today Cuttack RMS, HRO and Dvl office is under lock and key. No staff worked. At BBSR heard, after 2PM the members of NFPE and FNPO joined strike spontaneously. From today evening the night sets will not function or sections from Puri, Howrah and Balasore will not function. The SSRM paid no heed to staff side. The CPMG is supporting the present SSRM but why is best known to him. The relationship with employees is not cordial of the employer, which violates to dte' guidelines issued in the year 1992. There should be cordial relation with staff side to extract more work. Instead they treat the employees as their home servants. Heard more than 2000 bags are accumulated in NSH office for the fault of SSRM only. He is not caring hon, 'ble CAT orders. In NPH, the same position. Night set in NSH is closed. The C O is not looking any thing. The posting orders of DPS HQr in HSG - II postings is superceded by the SSRM in RMS wing. So SSRM is more powerful is proved in the Circle.We have never seen such type of SSRM who is anti RMS and no knowledge in RMS work. Here in RMS high handedness will not be tolerated. Srudness or cruelty will also not be tolerated. The RMS work is hazards in nature and the duties are unnatural. So staff should be behaved properly. But the SSRM & ASRM (OD) has created a fear complex amongst young entrants who are too innocents. The crisis is created only for SSRM and should be solved without delay. He is only responsible for the incidents occurred in RMS N Dn. If it will not be resolved, then the strike would be sprayed all over the Circle in RMS wing and then it may spray to Postal wing for solidarity, because workers are brothers. They should keep unity. Unity is for struggle. Struggle is for survival and to achieve goals. Comrades rise up. Don't compromise with principle and policy. Don't surrender before the administration. Stand as Heroes but not as cowards. You will win. If you're ready to die, then you will live. If you are ready to live only then you will die. Now everything depends upon you. So do or die policy is now before you.
