The National Joint Council of Action (NJCA) met at the Staff Side office, JCM, New Delhi today at 11:30 AM as scheduled. During the discussions, the Convener received an invitation from the Honourable Home Minister, Shri Rajnath Singh. The following members of the NJCA met the Home Minister in a delegation.

The issues in the Charter of demands were discussed with special reference to the 7^th CPC related demands. The delegation brought to the notice of the Honourable Home Minister that the NJCA has not received a communication from the Government over the assurances held out on 30^th June, 2016, when the NJCA delegation met the Honourable Home Minister, Finance Minister and the Railway Ministers. On 30^th June 2016, the Government had assured to refer the revision of Minimum wage and fitment formula to a Committee. The Finance Minister has also clarified that the Government has taken the decision to implement the recommendation of the 7^th CPC to bring about parity between the past and present pensioners. They added that such a communication in confirmation of the assurances will enable them to take a decision over the strike action which is to commence from 11^th July, 2016.

The Honourable Home Minister assured the delegation that the Government will honour the assurances held out to the NJCA leaders on 30^th June, 2016 and accordingly the Honourable Finance Minister, Shri Arun Jaitly will issue a Press Statement today, with copy to NJCA.

After receipt of the copy of the Press Communique issued by the Honourable Finance Minister, the NJCA will take a final decision.

Holiday for Id-ul-Fitr shifted to 07.07.2016 for Odisha Circle in stead of 06.07.2016

Dear Comrades,

As per latest information received over phone from the SSPOs, Bhubaneswar Division and from Circle Office at 18.20 hours on 05.07.2016, it has been decided to shift the Id-ul-Fitr holiday to 7th July, 2016 in place of 6th July, 2016 as notified earlier, for all Central Government Offices in Odisha Circle.

As such, all the Post Offices will remain open on 06.07.2016. The Post Offices in Odisha Circle will observe holiday on account of Id-ul-Fitr on 07.07.2016.

As per the call of the NJCA, Confederation and Postal JCA, NFPE Unions, Bhubaneswar Division headed by Com. B Samal, Divisional Secretary, AIPEU, Group-C, Bhubaneswar Division and assisted by Com. Sudhir Kumar Swain, Divisional Secretary, AIPEU, Postman & MTS, Bhubaneswar Division conducted the lunch hour protest demonstration strongly condemning the insensitive attitude of the Govt. to implement the recommendations of the 7^th CPC without modification already sought for by the National JCA for which a notice has already been served to the Cabinet Secretary on 09.06.2016 to go on Indefinite Strike from 11.07.2016.

The BJP led NDA Govt. has remained so adamant that it did not consider right to call the NJCA leaders for a fruitful negotiation before taking any decision for implementation which was strongly condemned by the mass.  This showed the carelessness of the Govt. towards 47 lakh Central Govt. employees and 52 lakh C G pensioners. The avoidance of the Govt. will not be tolerated at all.

In the meantime, Railway Federations, Defence Federations and NJCA have already released Press Statements to go on Indefinite Strike from 11.07.2016. Thus. Com. Samal appealed all the members of Bhubaneswar Division through the mass gathered on the occasion to actively participate in the forthcoming Indefinite Strike and make it a grand success.

Now no other alternative is left but to go on Indefinite strike.

‘Notification On ‘7th Pay Commission’ Next Week’

The notification on 7th Pay Commission might be issued next week and the government employees will start receiving new pay cheques from this month. Union Finance Minister Arun Jaitley said government salaries have to be competitive with the private sector. The top Finance Ministry officials on Thursday said that notification in this regard is expected to be issued next week. The union cabinet had on Wednesday approved the he long-awaited 7th pay commission Report’s recommendations hiking salaries of central government employees as well as pensions. Initially, the public servants will be able to draw the hiked part of their basic pay and they will start receiving the hiked allowances five to six months later. For example, employees belonging to the minimum pay of the existing 6th Pay Commission scale had so far been drawing a Rs 7,000 basic salary plus allowances. From July, their basic pay will rise to Rs 18,000, but their allowances will remain the same until the committee headed by the Finance Secretary to announce new allowances. The officials said since the pay scale will be made effective retrospectively from January 1 this year, the public servants will be able to claim their arrears from the day after the notification is issued. After the cabinet meeting, the Finance Minister Arun Jaitley said government salaries have to be competitive with the private sector, for which the Commission had engaged IIM-Ahmedabad to make the comparison. “This will attract best talent in the government sector,” said the minister. However, as per the cabinet approval, the minimum pay is now Rs 18,000 and maximum is Rs 2.5 lakh, but ideally the minimum should have been 1/10th of the maximum, the employees’s union leaders claimed. The Cabinet ditto with the 7h Pay Commission recommendations, the commission recommended 23.55 per cent hike in salaries, allowances and pensions and a 14.27 per cent increase in basic pay for Central government employees, the lowest in 70 years. The central government employees are in for disappointment as the cabinet approved a 14.27 per cent hike in basic pay, which is significantly lower than what the 6th pay commission had recommended. Sixth Pay Commission had recommended a 20 per cent hike in basic pay which the government doubled while implementing it in 2008. The Congress and the Left parties Thursday came out in support of the indefinite strike from July 11 call given by central government employees’ unions to protest the “inadequate” hike in their salaries. While the Congress said the hike was the worst in the last 70 years, the CPM said it was “disappointing.”

We are to inform you that the NJCA had a discussion with the Government of India yesterday, i.e.30.06.2016 over certain demands contained in our Charter of Demands. In the meeting, following ministers were present: -

The government has proposed to refer the issue of Minimum Wage and Fitment Formula to a Committee for reconsideration.

The NJCA will await communication in the regard from the government.

The NJCA will again meet on 6^th July at 11:00 hrs., in JCM Office, 13-C, Feorzshah Road, New Delhi, for taking appropriate decision.
