Circle Working Commiittee Meeting of NFPE (P-IV) concluded successfully on 27.08.2023 in PRC, Cuttack GPO with grand felicitation to Com. Debabrata Mohanty, Ex-General Secretary, NFPE, P-IV, CHQ

The Circle Working Committe meeting of All India Postal Employees Union, Postmen & MTS, Odisha Circle branch was commenced on 26.08.2023 in PRC, Cuttack GPO. The CWC was inaugurated by Com. R N Dhal, President, CCGEW and NJCA, Odisha and General Secretary, AIPRPA, Odisha Circle. 

Soon after inauguration, the forenoon session began with silent prayer to the departed souls during the period of review followed by placing of CWC Report by Com. MCS Rao, Circle Secretary, NFPE, P-IV, Odisha Circle branch. Then the participating Divisional Secretaries and Circle Union office bearers discussed on several sectional issues with adoption of resolutions to be taken up subsequently at appropriate level.

The afternoon session began with a Trade Union class. While Com. Bruhaspati Samal, General Secretary, Confederation of Central Govt. Employees and Workers, Odisha State Coordination Committee took a class on "Role of Confederation in Central Govt. Employees' Movement", Com. Rabi Narayan Mallick, Ex-Joint Convenor, OSKEM took the class on "Present Political Situation and role Unions / Associations" followed by a question-answer session. 



On 27.08.2023, after deliberation of the remaining Dicisional Secretaries and Circle Union office bearers, some resolutions were adopted. A serious discussion was held to meet the challenge of 3rd November, 2023 Parliament March called by NJCA / JFROP. On behalf of Confederation Odisha State CoC, Com. B Samal made a sincere appeal to strengthen NFPE Odisha and to extend all kinds of support of the CoC. NFPE unions in Odisha may accelerate their activities to mobilize their members for a massive participation in the above Parliament March. All NFPE Circle Secretaries should be active forgetting the issue of derecognition.

Finally, a grand felicitation programme was conducted as a token of love, regards and affection towards the beloved Comrade Debabrata Mohanty, Ex-General Secretary, NFPE, P-IV, CHQ and Ex-Dy. Secretary General, NFPE, CHQ, New Delhi. The Comrades of Cuttack City Division joined in the felicitation programme. The Circle Secretary, NFPE, P-IV, West Bengal Circle and  the  Ex-Financial Secretary, NFPE P-IV CHQ,New Delhi also attended the programme including Shri Sarbeswar Mishra, SSPOs, Cuttack City Division. Many retired  Comrades from several  cadres had also attended the programme.

Along with the grand felicitation, the house requested Com. Mohanty to exploit his vast knowledge and experience for the benefit of the working class and remain with the employees and workers as before which was gladly accepted by him.

The programme was successfully managed by the Comrades of Cuttack City Division leaded by Com. Bimal Prasanna Das, Divisional Secretary, P-III, Com. Rashmi Ranjan Das, Ex-Divisional President, P-III and Com. Bishnu Prasad Das, Ex-Financial Secretary, P-III, Odisha Circle. 

Thanks to Com. M C S Rao, Circle Secretary and his team for conduting such a nice programme during a crucial period when NFPE is functioning without recognition.

Retirement Gratuity:

Retirement gratuity is admissible to all employees who retire after completion of 5 years of qualifying service at the rate of one-fourth of emoluments for each completed six-monthly period of qualifying service subject to maximum of 16 1/2 times the emoluments or Rs 20 lakhs from 01/01/2016.

The ceiling on gratuity may increased by 25% whenever DA rise by 50%.

Composite Transfer grant:

A Composite Transfer Grant equal to 80% of last month’s Basic Pay. No other add-ons should be allowed in Basic Pay while calculation CTG.

For Transfer to and from the island territories of Andaman, Nicobar and Lakshadweep, CTG may continue to be paid at 100%.

Special Allowance for Child Care:

i. Women with disabilities shall be paid Special allowance for Child Care from the time of the child's birth till the child is two years old.

ii. It shall be payable for a maximum of two eldest surviving children.

iii. Disability means a person having a minimum Disability of 40% as elaborated in Ministry of Welfare's Notification No. 16-18/97-NLI dated 1.6.2001 and amended from time to time

ii. The amount of Dress Allowance shall be credited to the salary of employees directly once a year in the month of July.
