Shri Devusinh Chauhan releases Commemorative Postage Stamp on the occasion of Golden Jubilee of PIN Code -- PIB News dtd 12-10-2022

The Minister of State for Communications, Shri Devusinh Chauhan has released Commemorative Postage Stamp on the occasion of Golden Jubilee of PIN Code, in Gandhinagar, Gujarat today. He also launched the e-Passbook which is a feature for the account holders of POSB schemes. It will provide following services through an online webpage -

  1. Balance enquiry – will be launched for all the schemes
  2. Mini statement – will be launched for SB, PPF and SSA to start with
  3. Full statement – will not be available on launch. The same will be introduced later


The link for the webpage will be available on India Post website i.e. www.indiapost.gov.in and IPPB website www.ippbonline.com. The same will also be available through the PostInfo app of the department in the coming days.

Benefits of the same will be -

  1. No need to visit the Post Office to print the Passbook to know the balance or transactions saving a lot of manual work.
  2. The same can be accessed any time during the day and even on holidays.
  3. No need to have separate Internet Banking credentials or the Mobile Banking app.
  4. Simple and user-friendly webpage providing an enhanced customer experience.
  5. Free of cost.
  6. The statement can be downloaded for reference.

‘PLI Mobile Training App’ was also launched by the Minister which will not only provide online training but also facilitate conducting of online licentiate examination. This App contains training material in audio/visual mode and also a book which is a handy compilation of training material.

Shri Devusinh Chauhan also virtually inaugurated newly constructed Post Office buildings of Vav & Sami Sub Post Office, Parcel Packaging Unit, Navrangpura Head Post. The packaging facility will be available at very reasonable rates to the customers coming to Navrangpura Head Post Office to book parcels

Go to indiapost.gov.in and under Banking Menu select ePassbook. You will be asked to enter your registered mobile number. After entering OTP, it will redirect to ePassbook link. Select, scheme, enter account number and registered mobile number, enter OTP again. Now it will display the passbook view. No need to avail net banking or mobile banking facility.

Dear Comrades,

Greetings to all of you,

I, Com. Tapan Bowmik elected as a General Secretary, AIPEUGDS and assumed the charge of our organization. I feel great to take this opportunity to organize the GDS union and assure that I will always bound to resolve the issues of GDS cadre at CHQ level. 

AIPEUGDS - always with the support of NFPE and leaders of affiliated unions of NFPE & well-wishers of GDS at all levels ready to fight for the right cause of GDS. 

I am requesting you to extend all your earnest cooperation to CHQ for strengthening our organization from division level to all India level and ready to face any challenge for the  cause of GDS.

It is our tradition and practice to submit the Policy & Program in the All India Conference.  AIPEUGDS is seriously concerning with the issues of GDS.

Accordingly, after deliberations and discussions of delegates and prime Representatives of our organization taking place in the sessions of AIC and the directions of higher body, the AIC approved the following programme of action by AIPEUGDS at all levels with charter of demands.

I request all the CHQ office bearers, Divsional Secretaries and active representatives of AIPEU GDS make the struggle programme a grand success.

A details circular and Charter of demands will be followed.

1. ONE DAYLONG DHARNA - 20-10-2022 AT DIVISIONAL LEVEL 

2. ONE DAYLONG DHARNA -- AT CIRCLE LEVEL DURING THE LAST WEEK OF NOVEMBER 2022 (Date will be intimated latter)

3. ONE DAY LONG DHARNA/HUNGER FAST AT DAK BHAWAN, NEW DELHI DURING DECEMBER 2022 (Date will be intimated latter)

If the issues are not settled with in a reasonable time - AIPEU GDS with support of NFPE will launch a serious trade union action viz., indefinite strike.

OFFICE MEMORANDUM

Subject: Counting of periods spent on training as qualifying service for pension and gratuity under the Central Civil Services (Pension) Rules, 2021.

The undersigned is directed to say that Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Service (Pension) Rules, 1972. In accordance with Rule 22 of the Central Civil Services (Pension) Rules, 2021, in the case of a Government servant who was required to undergo a departmental training before regular appointment to a Group C post and was in receipt of pay in a scale of pay or a stipend or a nominal allowance during such training, the period of such training shall count as qualifying service. In other cases, the Government may, by order, decide whether the time spent by a Government servant under training immediately before appointment to service under that Government shall be counted as qualifying service.

2. Where time spent by a Government servant under training immediately before appointment to service under that Government is counted as qualifying service, interruption due to the training and regular appointment being at different stations, not exceeding the joining time permissible under the rules of transfer, is required to be counted as qualifying service. Where the period of interruption is in excess of joining time due to administrative reasons, such period of interruption in excess of joining time is required to be regularised by grant of leave of the kind due or, if no such leave is due, by grant of extraordinary leave by the Head of Department. The period of interruption regularised by grant of extraordinary leave in such cases is required to be counted as qualifying service.


3. All Ministries/Departments are requested that the above provisions regarding counting of period spent on training and period of interruption due to the training and regular appointment being at different stations, as qualifying service for pension and gratuity under the Central Civil Services (Pension) Rules, 2021 may be brought to the notice of the personnel dealing with the pensionary benefits in the Ministry/ Department and attached/ subordinate offices thereunder, for strict implementation.

Not applicable for MACP

How ever true for TBOP BCR which is being implemented. This is what happens in counting of pre induction training for TBOP BCR . We are taking into consideration the period of training for increment as well as for TBOP/ BCR.

For MACP it is not allowed since the DCCS in the government service is taken for reckoning 10/20/30 years of service where as for TBOP BCR completion of 16/26 years in the particular cadre was taken in to consideration.

But this deficiency has been dispensed with giving of day one appointment without waiting for pre induction training from 2011 and extended to all from 2018

Subject: Periodic verification of qualifying service under the Central Civil Services (Pension) Rules, 2021 and monitoring at the level of Secretary of the Administrative Ministry/Department.

The undersigned is directed to say that Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Service (Pension) Rules, 1972.

2. In accordance with Rule 30 of the Central Civil Services (Pension) Rules, 2021, on each occasion after a Government servant has completed eighteen years of service and on his being left with five years of service before the date of superannuation, the Head of Office in consultation with Accounts Officer is required to verify the service rendered by such a Government servant, determine the qualifying service and communicate to him, in Format 4, the period of qualifying service so determined.

3. For the purposes of verification of service, the procedure provided in clause (a) of sub-rule (1) of rule 57 is required to be followed. The verification done under Rule 30 shall be treated as final and shall not be reopened except when necessitated by a subsequent change in the rules and orders governing the conditions under which the service qualifies for pension and gratuity.

4, The Rule further provides that a report shall be submitted to the Secretary of the Administrative Ministry/Department by 31st January of each year, giving the details of the Government servants who were required to be issued a certificate of qualifying service during the previous calendar year under sub-rule (1), the details of the Government servants who have actually been issued the said certificate during the said period and the reasons for not issuing the said certificate in the remaining cases.

5. All Ministries/Departments are requested that the above provisions in the Central Civil Services (Pension) Rules, 2021 regarding periodic verification of qualifying service and monitoring at the level of Secretary of the Administrative Ministry/Department under the Central Civil Services (Pension) Rules, 2021 may be brought to the notice of the personnel dealing with the pensionary benefits in the Ministry/Department and attached/subordinate offices thereunder, for strict implementation.

The Cabinet, chaired by Prime Minister, Shri Narendra Modi, has approved the release of additional instalment of Dearness Allowance and Dearness Relief @ 4% to Central Government employees and pensioners due from 01.07.2022 based on the percentage increase in 12 monthly average of All India Consumer Price Index for the period ending June, 2022.

The Central Government employees and pensioners will become entitled to higher amount of Dearness Allowance and Dearness Relief respectively, w.e.f. 01.07.2022.

The additional financial implications on account of this increase of Dearness Allowance to Central Government employees are estimated at Rs.6,591.36 crore per annum; and Rs.4,394.24 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

The additional financial implications on account of this increase of Dearness Relief to pensioners are estimated at Rs.6,261.20 crore per annum; and Rs.4,174.12 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

The combined impart on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of Rs.12,852.56 crore per annum; and Rs.8,568.36 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

TDS DEDUCTION IN SCSS ACCOUNTS

Sir/Madam,

 

This is regarding updation of form 15H and PAN Number in SCSS accounts.

i) TDS will be deducted in this quarter for SCSS customers who receive more than Rs. 50,000 as interest per annum. If a customer has a cumulative of Rs. 6 lacs & above in SCSS a/c, TDS would be deducted unless form 15H is given by the customer. To avoid this, form 15H must be obtained from the eligible customers and each account must be marked as *"15H & No tax"* in Finacle. The list of SCSS account opened can be generated through HACSP menu for ready reference.

ii) Also, ensure that all SCSS accounts must be seeded with PAN number as if an account does not have PAN Number, TDS would be deducted irrespective of interest amount.

Since, the process has to be completed before 29.09.2022(which is the cutoff date in Finacle for TDS deduction), it is requested to circulate the instruction through email/whatsapp to all offices/SPMs and ensure compliance is received from the SPMs.

This activity is important to avoid inconvenience to the senior citizen customers and also avoid public grievances as this office is receiving this TDS related complaints frequently.
